As reported in the Monitor:
[The Ugandan] State House will foot the funeral bills of rebel leader [LRA] Joseph Kony’s mother who died on Tuesday night, Gulu Resident District Commissioner Walter Ochora said yesterday.
According to a report by The New Vision, Norah Anek Oting, the mother of Joseph Kony, the #1 enemy of the State, had been “under the guardianship of the State House and the Government” since being admitted to Mulago Hospital for medical treatment in March 2008. The Monitor reported that Oting has received government support, including a house, since 1989.
President Museveni granted Kony’s request to meet his mother in Garamba, DRC during the peace talks in 2006. Following this visit, Kony remarked “I am going to take the advice of my mother and stop the war.”
As reported by The New Vision:
Col. Ochora [Gulu RDC], a close acquaintance to Oting recounts the advice she gave her son in Garamba in December 2006. “It was Museveni who buried your father, do you want the same Museveni to bury your mother?” she reportedly asked then. “Now it is President Museveni burying her; she died a disappointed mother,” Col Ochora added.
